FOCUS ON THE ECONOMIC STIMULUS

This year's CAPLAW National Training Conference will focus on the opportunities and challenges presented by the economic stimulus - from the conference's opening panel, in which federal officials will discuss their agencies' expectations for the use of stimulus funds, to the conference's closing session specifically addressing Weatherization stimulus issues.
On Wednesday morning, David Bradley, Executive Director of the National Community Action Foundation, will provide an inside-the-Beltway perspective on the stimulus and its effect on the Community Services Block Grant (CSBG) network.
On Wednesday afternoon, keynote speaker Ronald Marlow, Assistant Secretary for Access and Opportunity in the Massachusetts Executive Office for Administration and Finance, will present a thought-provoking address on the stimulus and its impact on state and local anti-poverty efforts, both while Recovery Act funds are available and thereafter.
Throughout the conference, workshop presenters will explore stimulus-related issues, including topics such as:
- Legal and practical considerations in managing CSBG and Head Start stimulus funds;
- The impact of stimulus funds on agency-wide budgets, indirect cost rates/cost allocation plans, and procurement procedures (including Davis-Bacon Act compliance);
- Employment law considerations in rapidly upsizing certain programs on a short-term basis (in some cases, while downsizing others);
- The ins and outs of administering COBRA premium assistance provided by the Recovery Act;
- Recovery Act changes to the HIPAA privacy and security rules; and
- The impact of the stimulus on housing, foreclosure prevention, and federal nutrition programs.
At the Tuesday evening networking reception and at the Thursday morning topical roundtables and attorney network breakfast, conference participants will have a chance to learn from each other about how they are taking advantage of the opportunities and addressing the challenges presented by the stimulus.
