No one-size-fits-all description of a Community Action Agency (CAA) exists. CAAs serve diverse populations, operate in a range of areas, and fulfill a variety of needs. There is no doubt that reducing poverty and enabling self-sufficiency are principal goals, but every CAA has a different environment in which it operates and different approaches to both the problem and its solutions.
