  • Legal Implications of the Administration’s Recent Moves (Members Only)

    The executive actions taken during the first year of the second Trump administration have garnered a great deal of attention and raised numerous questions for Community Action Agencies (CAAs). Through a series of executive orders (EOs), policies, and memos, the administration has issued broad directives potentially impacting grantees around the use, review, and availability of federal funding. What is more, legal action has been taken to challenge many of these actions and ongoing litigation is generating much uncertainty about what's to come.

    To help CAAs understand these actions and the related legal issues, CAPLAW is hosting Part 4 of CAPLAW's webinar series on the Trump administration's moves in its first year.     On May 29, 2026, the Office of Management and Budget, along with a number of federal agencies including the Department of Health and Human Services, published proposed revisions to the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). If implemented, the revisions could result in a number of impactful changes for the Community Action Network. We will share our analysis of the proposed changes and our understanding of their potential implications for federal grant recipients and subrecipients.
