A Guide for Navigating the CSBG Monitoring Process

This guide is intended to help Community Action Agencies (CAAs) and state Community Services Block Grant (CSBG) offices understand the rules, build relationships, and navigate each stage of the monitoring process. The guide addresses not only the legal framework of CSBG monitoring, but also pre- and post- monitoring actions to help both CAAs and state CSBG offices recognize opportunities for collaboration and growth. It outlines key aspects of the monitoring process as defined by the CSBG Act and Office of Community Services (OCS) Information Memorandum (IM) 116. It also offers insights and tips into numerous aspects of the monitoring process such as approaches for preparing for a monitoring visit, possible responses to common monitoring findings, and a sample state CSBG office monitoring letter with a CAA response and quality improvement plan (QIP).
