Proposed HUD Rules Would Impact Mixed-Status Families, Work Rules, and Notice Requirements

2026

The U.S. Department of Housing and Urban Development (HUD) recently issued several proposed rules that will impact housing services that Community Action Agencies (CAAs) provide to low-income communities. The rules would remove prorated assistance for families with mixed immigration statuses, add to immigration and citizenship verification procedures, permit the implementation of work requirements and term limits, and reset the timeframes for termination notice due to nonpayment of rent. The proposed rules are applicable to housing assistance programs including Public Housing, Section 8 rental assistance, Section 8 Moderate Rehabilitation Program, Section 235 Program, Section 236 Program, Rent Supplement Program, Housing Development Grants, Housing Choice Vouchers (HCV), Project-Based Vouchers (PBV), and the Project-Based Rental Assistance Program (PBRA).
